Faced with the emergence of fundamental changes in Eastern Europe and the DDR in 1989, Chancellor Helmut Kohl appointed his longtime adviser Rudolf Seiter Head of the Chancellery and Federal Minister for Special Affairs. These positions called for an experienced politician able to maintain contact with the SED leadership away from the spotlight. Thus, in September 1989, Seiters played a significant role in the negotiations regarding the emigration of refugees in the embassy in Prague. In the following months, he was responsible for many confidential discussions that paved the way for reunification.
